1. Climate Change

London stocks close higher

London stocks closed higher on Monday, with the benchmark FTSE 100 index up 1.18 percent to 5,693.63 points as a market rally continued.

As US Treasury Secretary Timothy Geithner arrived in Germany Monday to call for co-operation in the euro crisis fight, other European markets followed suit.

In Frankfurt, the DAX 30 rallied by 1.27 percent to 6,774.06 points while in Paris the CAC 40 rose by 1.24 percent to 3,320.71 points.

"Investors and traders seem content to believe the words of Europe's head honchos and have pushed the markets to a level that prices in some action to back up the words of the weekend," Will Hedden, IG Index sales trader, said.

He continued: "The FTSE 100 has touched 5700 for the first time since Friday 20 July and in general European markets are closer to the top end of our recent trading range than they have been over the last week."

However he added an ever-present note of caution, saying: "Before we get too excited, there are still clouds to every silver lining, and a set of ugly Eurozone sentiment indicators this morning should not be dismissed lightly . Almost at a three-year low, these figures show that life on the ground isn't as rosy as it is on a trading screen."

In London, Lloyds Banking Group (LBG) remained the most-traded issue after investors exchanged 130 million units.

This was followed by Vodafone which saw 61.5 million units being sold.

International Consolidated Airlines Group was the success story of the day, with its price jumping 7.21 percent to trade at 162.00.

Evraz was also in demand with shares up 5.73 percent -- to close at 241.60.

    Obama budget office lowers economic forecast

    President Barack Obama's budget office on Friday revised downward its previous forecasts for economic growth in 2012 and 2013 and projected a $1.211 trillion deficit through the end of the year, slightly down from earlier predictions.

    "The economy is not growing fast enough and there are still too many people out of work. Most troubling, the pace of improvement in the labor market slowed in the second quarter of this year," according to the Mid-Session Review (MSR) from the Office of Management and Budget (OMB).

    Obama's hopes for re-election hang on voters' perceptions of how he has handled the economy, which is still sputtering three and a half years after he took office. Polls show Republican challenger Mitt Romney is seen as a better candidate for creating jobs, though the president outscores him on which candidate would be a better champion for the middle class.

    The MSR cut projected growth from 2.7 percent to 2.3 percent in 2012 and 2.7 percent from 3 percent relative to its previous forecasts in February. That came after the Commerce Department reported that the gross domestic product rose at a 1.5 percent annualized rate in the second quarter of the year, a tepid pace.?On the deficit, the new $1.211 trillion figure was below February forecasts of $1.327 trillion. But the MSR upped its estimate for the deficit in 2013 from $901 billion to $991 billion. Republicans led by Romney have cited the country's swelling national debt?now at nearly $16 trillion?as a symptom of Obama's mismanagement of the economy. The Democratic incumbent has emphasized that the 2007-2008 economic meltdown is the chief cause of the rising tide of red ink.

    In a post on the official White House blog, acting Office of Management and Budget Director Jeffrey Zients said the slightly improved picture between February and July "reflects lower-than-expected spending, partially offset by lower-than-expected receipts."

    Zients also fired a shot in the official Washington war over the "sequester"?automatic cuts to social programs and national security spending, adopted by Congress and signed by the president, and triggered by last year's failure to find a wide-ranging deficit-reduction plan?by saying lawmakers "can and must enact a comprehensive and balanced deficit reduction package" that would be "along the lines" of Obama's calls for higher taxes on the wealthy as well as "measures to strengthen the near-term economy and create jobs."

    "With more than five months remaining before the sequestration must be initiated, Congress has ample time to act. The Administration stands ready to work with Congress to get the job done," he said.

    Past rivals return to 'Dancing' for new season

    BEVERLY HILL, Calif. (AP) ? "Dancing with the Stars" is repeating some steps for its fall season.

    An "All-Star" edition of the ABC competition show will bring back 12 former rivals including Pamela Anderson, Kirstie Alley and Bristol Palin.

    Former 'NSync member Joey Fatone and gymnast Shawn Johnson will also be returning, ABC announced Friday.

    Other contestants include:

    ? "General Hospital" star Kelly Monaco.

    ? Former 98 Degrees boy-band member Drew Lachey.

    ? Super Bowl champ Emmitt Smith.

    ? Indianapolis 500 winner Helio Castroneves.

    ? Olympic medalist speed skater Apolo Anton Ohno.

    ? "The Bachelor" star Melissa Rycroft.

    ? Actor Gilles Marini.

    In a break from the past, viewers can vote online for the 13th contestant from three former contestants including actors Kyle Massey and Sabrina Bryan and celebrity stylist Carson Kressley. Deadline for filling this 13th slot is Aug. 24, with the winning candidate announced on "Good Morning America" three days later.

    "This is about giving the viewers a treat, and breaking the rhythm of the show," said executive producer Conrad Green during a panel at the Television Critics Association conference.

    Host Tom Bergeron said he was looking forward to being reunited with past contestants who became friends.

    "There's going to be an element of camaraderie that I think will be evident right out of the gate," he said, which will allow him to relate to them not unlike the way he connects with the show's judges ? "with banter and occasional snarkiness," he laughed.

    Among the celebrities gathered for the panel, Bristol Palin in particular was in the crosshairs of reporrters, including one who asked her how she would feel being partnered with a gay dancer. (Just fine, thanks.)

    Asked why she was subjecting herself, once again, to the scrutiny of the media as a "Dancing" contestants, Palin replied, "I just think that God provides opportunities like this, and you can either go out and do them or not do them, and I figure the press will be talking about me, no matter what."

    But as the daughter of former vice presidential candidate Sarah Palin and, like both her parents, a reality star, has she made herself "more vulnerable by making reality television the Palin family business?" another reporter asked.

    "I definitely don't think it's our business," said Palin. "You guys will be talking about us either way, and I might as well be doing something enjoyable and fun and with a good group of people."

    "You haven't really gone full Kardashian," Bergeron cracked.

    "Dancing" returns for its 15th season on ABC on Sept. 24.

    'Dancing' producer: 'I wonder about' Bristol

    Bristol Palin will once again be "Dancing" this fall.

    Say the name Bristol Palin, and you'll usually get a strong reaction. This was certainly the case on Friday when ABC revealed that the reality TV personality would be participating in "Dancing With the Stars: All Stars" this fall.?

    "It's called All STARs! How exactly is Bristol a STAR? Or a dancer?" wrote reader Kelly Chapman on our Facebook page.

    "Palin has to be the biggest joke ever! You mean there wasn't one other person out of over 100 dancers you could choose from?" commented Michele Moran McDevitt.

    You get the idea.?

    With such reactions in mind, we caught up with "Dancing With the Stars" producer Deena Katz and asked her whether the young Palin will be just as polarizing in her second go-round on the hit show.

    "I don't know. I wonder about her," Katz told TODAY.com. "I wonder about everyone. These guys were the charm of their season. ... Do they all have the effect they have before? It's not just Bristol. It's all of them. I'm so curious to see how the audience votes because all of these people were the sparkle of their season."

    Though the producer may wonder about Bristol and others, she's quite "thrilled" with the cast the show landed for "All Stars." "It's like I have 160 kids," Katz said. "We had so many great people and it was hard because we only had 12 slots."

    Though Bristol is filling one of those 12 spots, another of "Dancing's" most polarizing contestants -- season 10's Kate Gosselin -- is not. But that doesn't mean fans of the reality TV mom won't be seeing her on the ballroom bash. Katz hinted that it's quite possible?the mom of eight would be back in some way.

    "I'm hoping that we can bring a lot of people back for packages," she said. "People like that you do want to see. My hope is we can do that."

    (AP) ? Rookie quarterback Robert Griffin III generated excitement among the veterans at the opening of Redskins camp on Thursday.

    Only six current players made the playoffs with Washington and only two have won a postseason game for the franchise. The team was just 11-21 during coach Mike Shanahan's first two seasons.

    The 2011 Heisman Trophy winner landed in Washington in a trade that sent three first-round picks and a second-round selection to St. Louis. Shanahan named him the starter before the veterans reported in May, and the old-timers seem pleased to have the 22-year-old Griffin at the helm.

    "There's definitely a different feeling about this team," said 37-year-old linebacker London Fletcher, who won a Super Bowl and two NFC titles with the Rams. "We know it's going to be a process. We're not going to expect (Robert) to be a top-five quarterback (right away).

    "He has a lot of notoriety and deservedly so because of what he accomplished at Baylor. He doesn't carry himself like I'm a Heisman winner, they traded all these picks for me, I'm better than you guys. So it's easy for guys to gravitate towards him for his demeanor."

    Two-time Pro Bowl tight end Chris Cooley couldn't be more impressed with Griffin, who invited his pass-catchers to spend a couple of days with him in Waco, Texas, during the six weeks between the end of spring workouts and the start of camp.

    "No one treats him like a rookie," Cooley said. "You can't. He's the starter for us. You have to treat him like a starting quarterback. There's nothing that he does that says, 'We should haze you.' He's been a real professional since the day he walked through the door.

    "I'm amazed every day by the way he handles it, his ability to run this offense. He's done a fantastic job. I can't imagine being suited more for the position he's in."

    Running back Tim Hightower, part of a Super Bowl team in Arizona with quarterback Kurt Warner four years ago, likes what he sees from Griffin. But he doesn't want the rookie to feel compelled to try to singlehandedly turn around the Redskins.

    "He has a lot of expectations on him," Hightower said. "As teammates, it's our responsibility to rise to the occasion, help his transition, take some of that focus, some of that pressure off him.

    "We're going to go as he goes."

    Griffin, who competed in the hurdles in 2008 Olympic trials, can certainly go on the field. As a senior at Baylor, Griffin led the Bears to an Alamo Bowl victory while passing for 4,293 yards and 37 touchdowns and running for 699 yards and 10 scores.

    Fletcher compared Griffin to Philadelphia's dual threat quarterback Michael Vick. He said the rookie's speed will "shock" opposing defense especially when combined with his "rocket" arm.

    "He can make every throw, use his legs to extend a play," Redskins three-time Pro Bowl cornerback DeAngelo Hall said. "You feel like, 'We got him,' and the play's still going on. He brings that dynamic to the game, and we hate that as defensive players.

    "I guess it all starts at quarterback. That's what everybody always says. We finally got one that we feel like can hold his own against some of these other guys in the league. We got a chance to compete."

    Broncos report to camp, hope to provide healing

    ENGLEWOOD, Colo. (AP) ? The Denver Broncos reported to camp Wednesday hoping to lift the spirits of a community in mourning over the movie theater massacre in neighboring Aurora.

    Several players visited hospitalized survivors and medical personnel in the days after a gunman in full body armor opened fire during the midnight premiere of the new Batman movie, leaving 12 dead and 58 injured.

    Coach John Fox said the Broncos will do what they can to provide a measure of comfort to a heavy-hearted community, a role he's familiar with from his time with the New York Giants during the Sept. 11, 2001, terrorist attacks.

    "Well, we're going to do our absolute best and we understand the responsibility that comes with being in the Broncos organization," Fox said. "This region, city, state has great passion for the team, there's no doubt. I think our players will feel that responsibility and it's something that we'll talk about most definitely later today in our team meeting.

    "I was in New York when 9-11 occurred and a lot of the victims really looked to us and (now, others) will look to us here in Denver, for some uplifting times."

    Quarterback Peyton Manning called eight of the wounded Sunday and Monday while a dozen of his teammates, decked out in their orange jerseys, visited hospitalized patients and those who were treating them.

    Some of those same players had gathered a few weeks ago to honor the firefighters who were battling Colorado's deadly wildfires that destroyed hundreds of homes.

    "Well, for some negative things that do happen to occur, our guys do a whole lot of good and that was part of that, whether it was the fires or this recent tragedy," Fox said. "I'm very proud of them. They were out there, they want to give back and they want to somehow lift the spirits."

    Among the players making visits to hospitals in recent days was Pro Bowl pass rusher Elvis Dumervil, who was arrested earlier this month on suspicion of aggravated assault with a deadly weapon following a traffic dispute in Miami where a witness said he flashed a gun in his waistband during a confrontation with a female driver.

    Dumervil met with the media Wednesday but said he couldn't talk about his case: "I know you guys have a lot of questions, but out of respect for the investigation, there's not much I can say," he said.

    Whether or not charges are filed, Dumervil could find himself subject to a suspension by NFL Commissioner Roger Goodell. He said he hasn't heard from the commissioner.

    "Well, I think you're obviously disappointed any time you're involved in a situation like that as an organization," Fox said. "Like any situation you're involved in, you have to gather the information, find out to the best you can the facts and then let the process run itself and the truth eventually comes out."

    The Broncos already are preparing for the extended absence of linebacker D.J. Williams, their top tackler, who is facing a six-game drug suspension and a drunken driving trial next month that could sideline him even longer.

    "I think it weighs a little bit heavier on the fans' minds because looking at those guys, they're starters, they are key players," cornerback Tracy Porter said. "It weighs on our minds, too. But we also have the confidence in the guys that back them up at the positions."

    The Broncos' first practice is Thursday morning and it'll be the first chance for the public to get a glimpse of Manning in orange and blue.

    He joined the Broncos in March after 14 seasons in Indianapolis. The Colts released him after he missed all of last year with a nerve injury in his neck that caused weakness in his throwing arm. They replaced him with No. 1 overall draft pick Andrew Luck.

    The league's only four-time MVP has looked good in offseason workouts at Dove Valley, but questions facing him and the Broncos are how he'll hold up at age 36 and whether he'll be the same player he was before he got hurt and needed four neck operations, including a fusion.

    "Peyton's done everything humanly possible, both physically and mentally, to get ready for this," Fox said. "I know he's excited, the rest of the team's excited. He's a tremendous competitor and we're very blessed to have him."

    Manning already has had a tangible effect on the Broncos, who jettisoned the popular but confounding Tim Tebow 24 hours after signing Manning to a five-year, $96 million deal.

    "When you've won the MVP that many times and you've had the accomplishments on the field that he has, he can't help but have some swagger to him. I think that's contagious," Fox said. "We've said early on that he's the type of player that raises all boats, from how they practice, how they approach practice, I'm talking about his teammates. He's a very unselfish guy, a great teammate and that should be a very positive influence on our team."

    The Broncos won the middling AFC West last season at 8-8 when they were expected to finish last. Now, expectations are that they'll not only win the division again but also go deep in the playoffs.

    "It's very similar to the Super Bowl year we had in New Orleans," Porter said. "We have extremely high expectations on this team, starting with Peyton all the way down to the last guy on the roster. Our expectations are not just to get back to the playoffs or hopefully get to the playoffs, our expectations are to get to New Orleans to play for the Super Bowl and win the Super Bowl."

    Porter said he spent his last day of vacation visiting patients who are recovering from wounds they suffered in last Friday's theater shooting.

    "They have my highest condolences, honors and my praise," Porter said.

    Defensive tackle Ben Garland, a Colorado native and Air Force graduate, said: "It was absolutely inspiring to go and meet some of those people, I mean you're talking about normal everyday Joes that cover up and shield their fianc?es, girlfriends, wives, take bullets for a friend, I mean, absolute true American heroes.

    "You got to see what Colorado people are all about, and it's truly great people who under terrible circumstance rose to the occasion," Garland said. "Colorado will stand strong. We are a community that will stand strong together."

    Notes: RB Knowshon Moreno and G Chris Kuper, who are coming off broken legs, will both practice Thursday. ... Fox said because of his pending suspension, Williams won't get many snaps with the starters during training camp.

    Sandusky shower abuse victim to sue Penn State

    HARRISBURG, Pa. (AP) ? For months, the identity of the boy who was sexually assaulted in the locker room showers by Jerry Sandusky was one of the biggest mysteries of the Penn State scandal. Now, for the first time, a man has come forward to claim he was that boy, and is threatening to sue the university.

    The man's lawyers said Thursday they have done an extensive investigation and gathered "overwhelming evidence" on details of the abuse by Sandusky, the former assistant football coach convicted of using his position at Penn State and as head of a youth charity to molest boys over a period of 15 years.

    Jurors convicted Sandusky last month of offenses related to so-called Victim 2 largely on the testimony of Mike McQueary, who was a team graduate assistant at the time and described seeing the attack.

    "Our client has to live the rest of his life not only dealing with the effects of Sandusky's childhood sexual abuse, but also with the knowledge that many powerful adults, including those at the highest levels of Penn State, put their own interests and the interests of a child predator above their legal obligations to protect him," the lawyers said in a news release.

    They did not name their client, and The Associated Press generally does not identify victims of sex crimes without their consent.

    The university said it was taking the case seriously but would not comment on pending litigation.

    University President Rodney Erickson and the board of trustees "have publicly emphasized that their goal is to find solutions that rest on the principle of justice for the victims," a school spokesman said.

    The statement from the man's attorneys said Victim 2 suffered "extensive sexual abuse over many years both before and after the 2001 incident Michael McQueary witnessed."

    McQueary testified in December at a hearing that he had seen Sandusky and a boy, both naked, in a team shower after hearing skin-on-skin slapping sounds.

    "I would have described that it was extremely sexual and I thought that some kind of intercourse was going on," McQueary said.

    McQueary, who estimated the boy to be around 10 years old, reported the abuse to school officials, including longtime coach Joe Paterno, but none of them told police. In a recent report conducted by former FBI Director Louis Freeh and commissioned by Penn State, the investigators excoriated Paterno and the other administrators for not attempting to identify Victim 2, saying it showed "a striking lack of empathy."

    Trustees fired Paterno, who has since died, because he failed to do more about claims against Sandusky, and the scathing independent review said several top school officials looked the other way because they were afraid of bad publicity. The NCAA has vacated 112 Penn State wins.

    In a pair of voicemails recorded last year, released with the statement and posted online by the lawyers, a voice that's purportedly Sandusky's expresses his love and says he wants to express his feelings "up front."

    The voicemails are dated Sept. 12 and Sept. 19, less than two months before the former Penn State coach was arrested on child sex abuse charges. Sandusky was convicted in June of 45 sex abuse counts and awaits sentencing.

    The second voicemail asks whether Victim 2 would like to attend Penn State's next game.

    Sandusky left "numerous" voicemails for their client that fall, the attorneys said.

    Sandusky has said very little publicly since he gave interviews in the weeks after his arrest and did not testify at his trial.

    Before the trial, defense attorney Joe Amendola said he had met with a man he believed he might be Victim 2 and the man told him he had not been abused by Sandusky. Amendola said he was not convinced and did not intend to subpoena him, but also said Sandusky himself was insistent they had the right person.

    The statement from Victim 2's lawyers leaves many questions unanswered, including whether he had been in contact with prosecutors before or during the trial, whether he remembers McQueary, and whether he is the same person who met with Amendola.

    "Jerry Sandusky's abuse of Victim 2 and other children is a direct result of a conspiracy to conceal Sandusky's conduct and the decisions by top Penn State officials that facilitated and enabled his access to victims," the statement read. "We intend to file a civil lawsuit against Penn State University and others and to hold them accountable for the egregious and reckless conduct that facilitated the horrific abuse our client suffered."

    The statement did not say when the lawsuit would be filed or contain details on what redress the plaintiff is seeking. The lawyers said they would not have further comment, and messages left for their spokesman were not immediately returned.

    Several messages seeking comment from Amendola and Sandusky's other lawyer, Karl Rominger, were not immediately returned.

    Prosecutors had said on several occasions they did not know the identity of the boy, and they offered no reaction to the lawyers' announcement Thursday.

    "We can't comment, given both our ongoing criminal prosecutions and our ongoing investigation," said Nils Frederiksen, spokesman for the attorney general's office.

    The attorneys who released the statement include several based in Philadelphia and in State College, home to Penn State's main campus ? where the shower assault took place. They also represent three other young men Sandusky was convicted of abusing but have not filed any lawsuits.

    A second accuser has filed paperwork indicating an additional complaint is in the works, while other lawyers also have indicated they represent young men with potential claims.

    This week Penn State's general liability insurer sought to deny or limit coverage for Sandusky-related claims. Pennsylvania Manufacturers' Association Insurance argued that Penn State withheld key information needed to assess risk.

    In June, after Sandusky was convicted, the university said it hoped to quickly compensate victims and would reach out to their lawyers. Penn State spokesman Dave La Torre declined to comment on anything related to the victims and any settlement discussions.
